The short answer
For an FAA instrument-airplane rating under Part 61, an applicant must hold at least a current private pilot certificate or apply for it concurrently, complete the required ground and flight training, receive instructor endorsements, pass the knowledge and practical tests, and meet the experience in 14 CFR 61.65. The cited airplane route includes 50 hours of cross-country pilot-in-command time and 40 hours of actual or simulated instrument time. Each total contains narrower requirements that must also be documented.
What an instrument rating is
An instrument rating is added to a private or commercial pilot certificate for the applicable aircraft category. It is not another pilot-certificate level. An instrument-airplane rating concerns airplane operations under instrument flight rules; instrument-helicopter and instrument-powered-lift ratings have their own experience paragraphs.
The rating demonstrates that the applicant met the training, knowledge, experience, and practical-test requirements for the category. It does not by itself establish current instrument experience, qualify a pilot in every aircraft, make an aircraft legal for instrument flight, or replace the rules governing a particular operation.
Start by naming the complete goal: “instrument-airplane rating added to a private pilot certificate,” for example. That makes the correct paragraph and training device easier to identify.
Who is eligible to apply?
14 CFR 61.65(a) requires an applicant to hold at least a current private pilot certificate, or be concurrently applying for one, with an airplane, helicopter, or powered-lift rating appropriate to the instrument rating sought.
The same section requires the applicant to be able to read, speak, write, and understand English, subject to an FAA operating-limitation provision where a medical condition prevents one of those functions. It also requires:
- logged ground training from an authorised instructor or an applicable home-study course;
- an instructor endorsement for the knowledge test;
- logged flight training in the required areas of operation;
- an instructor endorsement for the practical test;
- a passing knowledge test; and
- a passing practical test in an appropriate aircraft or approved device within the regulation’s limits.
These are cumulative requirements. Completing a ground course does not replace the flight training, and accumulating instrument time does not replace the knowledge test or instructor endorsements.
What are the instrument-airplane hour requirements?
For the Part 61 instrument-airplane route, section 61.65(d) requires two main experience blocks.
First, the applicant needs 50 hours of cross-country flight time as pilot in command. At least 10 of those hours must be in an airplane. “Cross-country time” and “pilot in command” are regulatory terms; have an instructor confirm that each entry qualifies rather than relying on the route’s everyday description.
Second, the applicant needs 40 hours of actual or simulated instrument time in the required areas of operation. At least 15 of those hours must be received from an authorised instructor who holds an instrument-airplane rating.
Inside the 40-hour total, the regulation also requires 3 hours of instrument flight training from an authorised instructor in an appropriate airplane within the 2 calendar months before the practical-test date. This recent training is not an additional 3 hours if qualifying time already sits inside the 40; it is a timing and instructor condition within the total.
The totals should therefore be audited as overlapping sets, not added mechanically as 50 plus 40 plus 15 plus 3. Some flight can satisfy more than one description when the regulation permits it, but the logbook must show why.
What must the long instrument cross-country include?
Section 61.65(d)(2)(ii) requires instrument flight training on cross-country procedures, including one flight in an airplane with an authorised instructor. It must be conducted under instrument flight rules with a flight plan filed with an air traffic control facility.
For the instrument-airplane rating, that flight must cover 250 nautical miles along airways or by routing directed by air traffic control. It must include an instrument approach at each airport and three different kinds of approaches using navigation systems.
That sentence contains several separate checks. Before launch, the instructor should confirm that the planned distance, routing, filed flight plan, airports, and approach types meet the current rule. Weather, outages, an amended clearance, an unavailable approach, or a diversion can change what the flight actually documents. A completed trip should be logged by what occurred, not by what the original plan intended.
What ground knowledge is required?
Section 61.65(b) names the knowledge areas. They include the regulations applying to instrument flight, relevant Aeronautical Information Manual material, air traffic control procedures, IFR navigation and approaches, en-route and approach charts, aviation weather reports and forecasts, critical-weather recognition, aeronautical decision-making, and crew resource management.
A course should map its lessons to the current rule and knowledge-test outline. Memorising question-bank wording is not a substitute for reading a clearance, interpreting weather, briefing an approach, managing workload, or deciding that a flight should not continue.
The instructor endorsement certifies preparation for the knowledge test. It is not the rating. The applicant must still satisfy the flight-training, experience, practical-test, and application requirements.
What flight proficiency is evaluated?
Section 61.65(c) lists the required areas of operation: preflight preparation and procedures, air traffic control clearances and procedures, flight by reference to instruments, navigation systems, instrument approach procedures, emergency operations, and postflight procedures.
The FAA publishes the current Instrument Rating – Airplane Airman Certification Standards on its Airman Certification Standards page. The ACS connects knowledge, risk management, and flight skills to the practical test. Use the current edition listed by the FAA rather than a downloaded copy whose revision status is unknown.
An instructor’s practical-test endorsement is a statement of readiness after the applicable training. It should not be treated as a guaranteed pass. The examiner evaluates the applicant against the current standard, and the applicant must provide the required records, application, identification, and eligible aircraft or approved testing arrangement.
How much simulator or training-device time can count?
Not every hour recorded in a simulator or desktop device is creditable. Section 61.65 sets device type, approval, instructor, task, and maximum-credit conditions.
Under paragraph (h), up to 30 hours may be completed in a full flight simulator or flight training device when the instrument time is completed under Part 142; otherwise that paragraph permits a maximum of 20 hours. Paragraph (i) permits up to 10 hours in a basic aviation training device or 20 hours in an advanced aviation training device when the device, instruction, and tasks have the required FAA approval.
The combined-credit limit in paragraph (j) adds another boundary, with an exception tied to paragraph (h)(1). Do not add the device maxima together. Before buying device time, obtain its exact FAA approval and have the instructor identify the paragraph under which each session will be logged. “FAA approved” without the device, task, curriculum, and credit context is incomplete.
Does Part 141 use the same hour map?
An FAA-certificated Part 141 school uses an FAA-approved structured training program and syllabus. Its approved instrument course is not proved by quoting the Part 61 paragraph alone. Ask the school to identify its certificate, approved course, graduation requirements, and how completed training will be documented.
The distinction is not a reason to assume one route is faster or better. Compare aircraft and instructor availability, scheduling, device approval, stage checks, record transfer, payment terms, and the amount of individual proficiency work likely to be needed. No school is endorsed here, and an approved curriculum does not guarantee a completion date or practical-test outcome.
How should you audit experience before enrolling?
Bring the complete logbook to an authorised instrument instructor. Build a worksheet with one row for each regulatory component, then record the date, aircraft or approved device, instructor, route, conditions, approach, and logbook reference supporting it.
Separate these columns:
- cross-country pilot-in-command time;
- airplane cross-country pilot-in-command time;
- actual instrument time;
- simulated instrument time;
- qualifying instrument instruction;
- recent practical-test preparation;
- the required IFR cross-country; and
- device time and its approval basis.
Do not let a school quote a remaining-hour package from the grand totals alone. An applicant may have enough total cross-country time but too little as pilot in command, or enough simulated instrument time but too little qualifying instruction. A written audit exposes that difference before money is committed.

What happens after passing the practical test?
Passing adds the rating; it does not freeze every other qualification in place. Before each instrument operation, the pilot must separately verify certificate and rating privileges, medical or alternative qualification, flight-review status, instrument recency, aircraft category and class, aircraft equipment and inspections, weather, procedure availability, and all operating rules.
If instrument experience is no longer current, the pilot must use the current regulatory route to regain it before acting as pilot in command under conditions that require instrument currency. Do not infer current privileges from the date printed on an old course completion certificate.
Medical certification is also a separate gate. Discuss health history, medication, previous applications, and fitness-to-fly questions with an FAA-designated Aviation Medical Examiner. A flight instructor or school should not forecast an individual medical outcome.
What should a training quote state?
Require the quote to identify the rating, regulatory route, aircraft, device approvals, instructor rates, fuel or surcharge treatment, ground instruction, knowledge-test preparation, examiner fee assumptions, and refund terms. Ask whether quoted time is a regulatory minimum, a record-audit estimate, or the provider’s typical completion figure.
The agreement should also state what happens when weather cancels the long cross-country, an approach becomes unavailable, an instructor changes, a device is down, or the practical test is delayed. These are scheduling and cost questions, not grounds for a promised timeline.
Verify every requirement against current FAA material at the time of application. Regulations, testing standards, and approved-device status can change, while licensing structures outside the United States are different.
